The Columbus Dispatch
A Franklin County judge has decided to allow a South Side asphalt-shingle recycling business to start operating again after shutting it down in May.
Environmental Judge Daniel Hawkins approved an emergency settlement agreement on Friday that allows Roof to Road, 894 Frank Rd., to begin grinding shingles again as it puts together an operating plan required by the city before zoning can be approved.
The approval came during a hearing at which a neighbor of the business spoke in opposition to the agreement.
