From NPR's Planet Money comes this fascinating story about Harrisburg, Pa., which after finding its trash incinerator to be a huge money pit, declined to walk away, instead pouring millions more dollars into the facility. The result? $350 million in debt, and the highest amount of debt per capita of any city in the nation. A textbook example of how NOT to handle municipal waste.
