Washington, D.C. -- Alabama passed a law Wednesday that mandates removal of the state’s scrap tire piles and supports programs that will develop markets for recycled tires. The Scrap Tire Environmental Quality Act creates a public-private partnership among several organizations to administer and enforce the program. The law also establishes a dedicated fund to pay for cleanups and private market-development grants. A fee of $1 per tire will be collected at the point of sale on replacement tires and be remitted to the Department of Revenue. The Alabama Scrap Tire Study Commission has determined that 15 million to 20 million tires currently are in landfills throughout the state.
