St. Lucie Wants Year-Long Ban on Composting Facilities

County planners are moving with forward with a yearlong ban on biosolids and composting facilities.

The County Commission Tuesday took no vote but directed staff to write an ordinance that would block new facilities and, in turn, give staff time to write regulations on location and operation.

The moratorium would last no more than one year to avoid lawsuits under the state Bert Harris Act, a law that allows private-property owners to sue a local government if they feel a law or regulation restricts their right to develop their property, County Attorney Dan McIntyre said.
