Residents in St. Paul, Minn. are raising concerns after witnessing city snowplows allegedly aiming for and hitting curbside bins.

Growing snow piles on narrow streets have made it difficult for plows to operate. However, residents are claiming some drivers' actions are deliberate.

The city's Department of Public Works has opened an investigation into the incidents. The city has experienced record snowfall this season.
