Consultant Hired to Improve Scranton, Pa.’s Recycling, Reporting

Scranton, Pa., approved a contract with recycling consultant Joyce Hatala Associates of Fleetville to assist the city's recycling program for 18 months.

The goals are twofold:

■ Increase the city’s commercial recycling program so it can receive more grant funding.

■ Increase residential leaf and yard waste and curbside recycling.

Pennsylvania’s Act 101 of 1988 — the Municipal Waste Planning, Recycling and Waste Reduction Act — mandates recycling of certain materials and leaf waste. The law requires commercial establishments to recycle at a minimum items such as office paper, cardboard, aluminum cans and leaf waste. Such establishments must report tonnages yearly to Scranton, and it reports results to the DEP for performance grant funds.
