SPSA Regional Landfill Wins SWANA Award

Suffolk, Va. -- The Southeastern Public Service Authority (SPSA) regional landfill has won the Landfill Management Award from the Solid Waste Association of North America (SWANA), Silver Spring, Md.

SPSA's technology has extended its landfill capacity by a minimum of 10 years, saved cost-per-ton capacity, and met federal and state regulatory design requirements, according to SPSA.

Specifically, the technology includes the facility's new Cell V, which uses a double-composite alternative liner system installed below the local groundwater table to facilitate an inward gradient and gain additional air space. According to Joe Readling, project manager for HDR Engineering, Omaha, Neb., the alternative liner system has avoided the need to bring in nearly $10 million of off-site material for landfill cover. HDR has provided landfill design and construction services to SPSA since 1984.

The SPSA landfill manages more than 1 million tons of solid waste per year generated by residents of eight communities in southeastern Virginia.
