The City Council of Rock Island, Ill., has denied a special use permit for recycling center operated by Del’s Metal Company (DMC).

The pushback stemmed from residents and property owners who had concerns over smoke coming from DMC due to cutting, burning, or torching materials. The smoke would drift into nearby properties. Residents also complained that they have found metal debris on their property.

DMC was seeking the special use permit because Junk Yards are not allowed in the I-1, light industrial district. Representatives from DMC said they would install windsocks to monitor wind and limit smoke from heading towards residents, but it was brought up in the council discussion that some members felt DMC had ignored planning and zoning guidelines for the business.
