County administrator Don Butler said it before Christmas and he repeated it Tuesday; the transition to Waste Pro for all garbage services would be bumpy.
During a Tuesday meeting that spanned nearly five hours, a considerable amount of time was expended discussing the various probems encountered as Waste Pro assumes all operations, though the company is doing so behind schedule.
In particular, a promised transfer station to be operable as of Jan. 2 has not materialized as called for under the contract.
