U.S. Recycled Paper Consumption Rises 3 Percent in May

U.S. industry consumption of recycled paper in May climbed 3 percent in May compared with April, according to the American Forest & Paper Association (AF&PA).

The Washington-based association said in a news release that consumption of recovered paper totaled 2.54 million tons for the most recent month.

For the year to date, however, consumption has dropped 2 percent compared with the same period last year.

U.S. exports of recovered paper fell 11 percent in April compared with March, with decreases coming primarily from other mechanical and corrugated paper. Exports for the year to date have fallen 2 percent compared with 2011.

 

Two Industry Officials Back Recycling Before Congress

Two industry association officials spoke before Congress to push for recycling.

John Skinner, executive director of the Silver Spring, Md.-based Solid Waste Association of North America (SWANA), told the House Energy and Commerce Committee Subcommittee on Environment and Economy that the draft legislation, the Increasing Manufacturing Competitiveness Through Improved Recycling Act of 2012, is backed by the association. SWANA agrees that the manufacturing sector can increase its competitiveness, reduce its energy costs and emission levels and improve landfill diversion through an increase in the use of recyclable materials in its production processes.

 The proposed legislation calls for U.S. Environmental Protection Agency (EPA), working with the Departments of Energy and Commerce, to conduct surveys and develop a report on the amounts of various materials actually diverted by various collection systems, recycled by manufacturers, as well as the amounts landfilled.

Skinner said that the report would provide detailed and useful information but he questioned the time frame suggested for the task, according to a SWANA news release.

Also testifying before the committee on the proposed legislation wasLynn Bragg, president of the Washington-based Glass Packaging Institute (GPI).

“All glass containers are 100 percent and endlessly recyclable,” Bragg said in a GPI news release. “A top priority for GPI and its members is to divert and recycle glass containers currently in the municipal solid waste stream rather than commit those valuable materials to perpetual, wasteful loss in landfills.”

Study: Global Waste-to-Energy Market to Grow 11 Percent Annually

The global waste-to-energy (WTE) market will grow at an annual compound rate of 11.2 percent through 2021, according to a new study.

The report by industrial and energy market research publisher SBI also estimated that the market will grow in dollars to $27.2 billion in 2021 from $8.5 billion in 2011, the firm said in a New York-based news release.

The SBI Bulletin, “Waste-to-Energy Technologies, Market Size and Growth: 2006-2021,” reported that the market grew at a compound annual growth rate of 8 percent from 2006 to 2010, with the market increasing from $4.8 billion to $7.1 billion.

During that period, about 95 percent of the waste-to-energy market consisted of two technologies, incineration and anaerobic digestion. "However, pyrolysis, plasma gasification and gasification are expected to gain relative market share, and together will comprise over 30 percent of the total WTE market by 2015," said SBI Bulletin analyst Robert Eckard.

Florida to Enact Metal Recycling Theft Law

Florida will enact a law July 1 to protect metal recycling firms and the materials from theft.

House Bill 885 involves transactions by second-hand dealers and secondary metal recyclers, according to a news release. The bill establishes a list of items more likely to be stolen and requires a greater proof of ownership. Transactions on items such as manhole covers, street signs, copper coils and stainless steel beer kegs must be paid by check mailed to the address on the identification or through electronic payment.

The law also establishes a stringent statewide handling framework, avoiding a patchwork of local regulation. The aim is to reduce the incentive to steal materials in one jurisdiction and to attempt to sell it in another with a lower standard.

The new law also requires daily electronic reporting by secondary metals recyclers to local law enforcement of all transactions. It sets the hours of operation for secondary metals recyclers.

The recycling industry collaborated with law enforcement, local governments and the business community to help the Floridians for Copper & Metal Crime Prevention Coalition work to pass the bill, said Keyna Cory, coordinator for the coalition.

 

Casella Waste Posts Loss for Fourth Quarter, Year

Casella Waste Systems Inc. reported a net loss of $49.1 million for its fourth quarter and $77.6 million for the year, in part from a charge for a possible asset sale, and weakness in the economy.

The Rutland, Vt.-based Casella said in a news release that for the fiscal quarter and year ended April 30 quarterly revenue slipped 0.3 percent to $109.2 million, compared with $109.5 million in the year-ago period. For the fiscal year, revenue rose 3.2 percent to $480.8 million compared with $466.1 million a year ago.

In the previous fiscal fourth quarter Casella posted net income of $48.8 million. For the previous year net income totaled $38.4 million.

Excluding unusual and one-time gains and charges for each period, adjusted operating income for the latest quarter rose 38.1 percent to $2.9 million from $2.1 million.

The results included a $40.7 million non-cash asset impairment charge, mostly related to the potential sale of its waste-to-energy operation, Maine Energy Recovery Co. The previous year’s fourth quarter included a gain of $45.6 million for several items, including the disposal of discontinued operations.

 "We have implemented a number of strategies to improve financial performance and reduce our exposure to risk in the future," said John Casella, chairman and CEO of the company. "We made significant progress in fiscal year 2012 on several important operational and strategic fronts, including the introduction of a successful collection pricing program.”

Veolia, Partners Double Capacity for Georgia Landfill Gas-to-Energy Facility

Veolia ES Solid Waste Inc. and its partners have completed the expansion of the gas-to-energy facility at Veolia’s landfill in Mauk, Ga., doubling its power capacity.

The subsidiary of Chicago-based Veolia Environmental Services North America Corp. and partners Energy Developments Inc. (EDI) and GreenPower EMC said in a news release the expansion brings the Taylor County Landfill project up to 8 megawatts of renewable energy. Veolia said the expansion makes the facility the largest landfill gas-to-energy operation in Georgia.

Nashville-based EDI, a subsidiary of the Australian firm Energy Development Ltd., developed the expansion with Veolia. There is a 15-year agreement to supply power to Tucker, Ga.-based GreenPower.

Rhode Island Paint Recycling Producer Responsibility Bill Becomes Law

Rhode Island’s governor has signed into law the fourth paint recycling producer responsibility bill in the United States.

Gov. Lincoln Chaffee signed the new law requiring that paint companies selling paint in Rhode Island take responsibility for collecting and reusing, recycling or disposing of the products. The signing was confirmed by Alison Keane, vice president for government affairs for the Washington-based American Coatings Association. The association created the model for the bill.

The new law calls for the creation of an unused paint recycling program in Rhode Island, managed by a paint trade organization, funded by a surcharge on retail paint products and paid by consumers. Retailers who sell paint will be required to supply information on where to return unused product. Only those manufacturers who participate in the program can sell paint products in the state.

 “It’s a significant milestone for paint stewardship in the United States,” says Scott Cassel, CEO of the Boston-based Product Stewardship Institute. He says the new law can save Rhode Island $1.7 million annually in collection and recycling costs.

“We’re very pleased that he signed it into law,” Keane says. “We want as many states as possible to use our model, so it’ll be consistent.”

House Bill 7233 was sponsored by Rep. Donna Walsh and Senate Bill 2083 by Sen. Dominick Ruggerio.

Rhode Island follows Oregon, California and Connecticut as states with paint recycling producer responsibility laws.

GreenWorld, Swiss Firm Form Partnership for Multiple Waste-to-Energy Facilities

GreenWorld Development Inc. and a Swiss energy firm have formed a partnership agreement to buy and develop multiple waste-to-energy facilities.

Atlanta-based GreenWorld said in a news release that with Zurich-based 3Power Energy Group Inc. they will acquire a biomass/wood pellet plant in North Carolina and develop multifunctional energy centers at the Green Mountain landfill site in Alabama. The site will include a waste tire-to-energy facility, a municipal waste-to-energy plant and biomass for energy operations. 3Power, with expertise in wind energy projects, will also develop with GreenWorld a wind power plant.

"We at GreenWorld are delighted to join forces with 3Power. The synergies are obvious – we both concentrate on renewable energy," said GreenWorld CEO Leo Heinl.

 

Employees Resume Work at Republic Indiana Plant Dispute

Employees are back to work without a contract resolution at Republic Services Inc.’s Evansville, Ind., facility after a nearly two-month lockout.

Allied Waste Services of Evansville, a subsidiary of Phoenix-based Republic, and the Washington-based Teamsters said in a joint release that they would resume negotiations. The labor union is temporarily suspending picketing and the company the lockout. “The standstill will last for 30 days unless extended by agreement of the parties," they said June 22.

 Mark McKune, general manager of Allied Evansville, said in an interview he could not comment further on the release.

The lockout began May 8 after the workers rejected a contract offer. The company said the main issue is the Central States Pension Fund, which is in financial jeopardy. It offered the union a 401K retirement plan as an alternative.

The dispute involves 79 Republic workers and Teamsters Local 215. Since the lockout began, nearly 400 workers at two Republic facilities in California honored the Evansville picket lines on two separate days in early June.
