Colorado's recycling rate is a "dismal" 15 percent, a far reach from the state's goal of 28% by 2021.

Officials, advocates and citizens are calls from systemic change and a closer look at how extended producer responsibility can help improve the rate.

New legislation that is expected to be introduced in 2022 will introduce a bipartisan plan to revamp recycling in Colorado as well as reduce packaging and plastic pollution.
