The Jefferson County (Ohio) Health Department plans to issue 10 notices of violation against the Apex Sanitary Landfill after a quarterly inspection found "numerous issues at the site."

"The landfill does not have enough equipment to handle the operations. Their two compactors are out of service, two of their four dozers are not working and they need another two trucks. The landfill work face is the largest I have ever seen it because they don't have enough dirt to cover the work face," Gampolo reported at the monthly board of health meeting.
"They need to come into compliance quickly because they also have blowing litter, leachate issues and the work face is 'cliffing' because they don't have the equipment to work the garbage. They also have tonnage reports missing for certain days in July," continued Gampolo.
Health Department Administrator Bruce Misselwitz said a telephone answering service complaint line for the landfill was out of service for approximately three days recently.
"I am starting to get more odor complaints because they are not properly covering the garbage," said board member Dale Featheringham.
