Harrisburg, Pa. -- A task force recently met to determine a set of recommendations to handle transportation-related issues and included representatives from the Pennsylvania Waste Industries Association (PWIA), state Police, the state Department of Transportation, the state Department of Environmental Protection, municipal waste agencies and the trucking industry. Task force members said they would support any legislation that would require annual registration of trucks that carry waste to processing or disposal sites, prohibit sites from accepting waste from trucks without valid registration stickers and give the state the right to revoke repeat violators' registrations. They also recommended that processing and disposal facilities should develop and implement a transportation compliance plan including provisions for compliance checks, coordination with enforcement agencies to detect and correct safety violations, and ways to educate haulers on safety issues, help them comply with applicable requirements and decide penalties for repeat violators.
