Charlie Wade has joined Randolph, Ohio-based East Manufacturing as South Central regional manager. He will be responsible for customer sales and support activities in his region. Before joining East, Wade served as regional sales manager for Hallco Live Floor systems.

Burlington, N.J.-based Arsenault Associates has named Jack Boetefuer as president. He joined the provider of fleet management software in 2004 and most recently served as COO.

Clean Harbors, a Norwell, Mass.-based provider of environmental and hazardous waste services, has appointed John Beals to the position of vice president and corporate controller. Beals joins the company after serving as VP and controller at 3Com.

Fairfield, N.J.-based Covanta Holding Corp. has announced that Mark Pytosh will become senior VP and CFO of the firm, effective Sept. 1. He currently is the executive VP and CFO of Canada-based Waste Services.
