Boston, Mass. - State officials in Massachusetts believe they can do their job better by eliminating environmental permits for business and industry.

Under the new Performance Based Certification Program, state regulators will concentrate on inspection and enforcement, and not have to haggle with companies over permit limitations and requirements.

The program allows eligible companies to apply to the state for certification beginning January 1, 1996. Each certified company must then meet existing state and federal standards and requirements. The state, for its part, will not dictate the technology or other means or methods that a company uses to comply. By joining the program, companies agree to be held accountable for compliance with certain published standards and to annually report on their performance. The state says it will review these reports, conduct random inspections and vigorously pursue scofflaws.

Under the state's pilot certificate program, some 20 companies will get a "sneak preview" of the no-permit system this fall.

Agreement Prodeva Inc., Jackson Center, Ohio, has agreed to manufacture and market a patented system for Lande Environmental Inc., Whitmore Lake, Mich.

Alliance Shredding Services Inc., Barrington, Ill., has formed an alliance with O & E Machine Corp., Green Bay, Wis., a wholly owned subsidiary of Green Bay's Paper Converting Machine Co., to become the marketing and sales agent for O & E's solid waste shredder division, Los Angeles.

Approval The Imperial County, Calif., Board of Supervisors has given approval to California InteRail, Los Angeles, to construct the Mesquite Regional Landfill.

Award The Solid Waste Association of North America, Silver Spring, Md. has awarded the 1995 Recycling Excellence Silver Award, to the City of Newark, N.J., for its backyard composting, buy recycled, and the recycling business development programs.

Contract Waste Recovery Inc., Dallas, has signed a contract with RB Rubber Products Inc., McMinnville, Ore., to supply 400 tons of scrap tire chips per month for three years.

SCS Field Services, Long Beach, Calif., has been contracted to install and operate a landfill gas collection/flaring system at the Douglas County Landfill near Omaha, Neb.

BEC/allwaste Inc., Birmingham, Ala., has been contracted for construction of a landfill in Jefferson County, Ala.

Designation SCS Engineers, Cincinnati, has been designated an "Industry Ally" by the U.S. Environmental Protection Agency's Landfill Methane Outreach Program.

Distributors Crigler Enterprises Inc., Atlanta, has been appointed the state of Florida's authorized distributor for Harris Waste Management Group, Peachtree City, Ga.

Lindemann Recycling Equipment Inc., Charlotte, N.C.,, has named Nalexa, Grand Rapids, Mich., their distributor for the state of Michigan (except the upper peninsula).

Safety Vision Inc., Houston, a distributor of Clarion Rear Vision Monitoring Systems, has implemented a new program to solicit drivers' feedback on the product.

New Facility Zurn, Birmingham, Ala., will build a 38.5 mW wood-fired cogeneration plant that will burn one million tons of wood waste per year to produce 550,000 pounds of steam per hour in Edmuston New Brunswick, Canada.

Weyerhaeuser Co.'s Recycling Business, Tacoma, Wash., will open a 30,000-square-foot recycling facility in Tucson, Ariz.

Project Completion The Florida Department of Environmental Protection, Tallahassee, Fla., and Polk County, Fla., have completed the remediation of a 20-acre waste tire site in Polk City, Fla.

Purchase National Seal Co., Aurora, Ill., has purchased a controlling interest in Albarrie-Naue Ltd., Barrie, Ont., a geosynthetic clay liner manufacturer.

Study The City of Phoenix has selected Maguire Group Inc., Foxborough, Mass., to conduct a feasibility study on a fast-track schedule for a major expansion to the city's recycling program.
