DALE, PA., RESIDENTS are quickly learning that no cash means no collection. Tired of deadbeat citizens not paying their sanitation bills, the city has refused to collect trash from residents who are behind by two billing cycles. Apparently, two-thirds of its clients have failed to pay for collection, totaling $16,000 in overdue bills. Now, about a dozen clients have lost trash pickups. Residents also could receive fines of up to $300 from the city if they do not find replacement haulers and instead leave trash to pile up like their unpaid bills. Because of increasing landfill rates and fuels costs, the city says it simply cannot afford to collect residents' trash if they cannot pay up.
