Nearly a year ago, the Environmental Protection Agency (EPA) published its Federal Plan for Municipal Solid Waste Landfills, implementing the emission guidelines and compliance times for municipal solid waste (MSW) landfills for existing MSW landfills located where state plans are not in effect.
