Local leaders are using Earth Day to express concerns over proposed cuts to the state's recycling program.
It is part of (Wisconsin) Gov. Scott Walker's two-year budget plan. He is calling for a $4 million cut to recycling grants available to local governments. The state's recycling management fund was already cut by 40 percent back in 2011.
In Outagamie County, leaders say that means a steep reduction in money they use pickup and process recycled material. With limited options, they say fees will almost certainly rise and programs could be cut.
