With a new collective agreement in place for workers that includes garbage collectors, senior city staff say that analysis needs to be updated.

The debate was originally deferred in September 2015 by the public works and infrastructure committee ahead of negotiations with the union representing outside city workers. It was to return to committee this fall.

But it was also punted after Tory and his allies on council that back privatization challenged the earlier analysis, criticizing the staff report for leaving “unanswered questions.”

Tory has acknowledged that staff had warned him when he took office that the costs savings were not what they were predicted to be during the campaign. That is in part because of increased efficiency in collection in the east after west-end services were privatized, staff said.
