Richmond, Va., Residents Upset Over Compost Facility Smell

The smell from Harvest Power’s composting facility in Richmond, Va., is causing local residents to be upset. And even though numerous complaints have been made over the past couple of months, Metro Vancouver renewed the facility’s air quality management permit on September 30.

In response to these complaints, the Richmond City Council has asked Metro Vancouver to hire more bylaw officers to enforce the permit and improve its air quality complaint mechanism. Additionally, the City Council also wants the regional authority to hold a public meeting with concerns citizens about the facility’s permit renewal.

Putrid, stinky, noxious, malodorous, unacceptable — residents have a variety of ways to describe the smell emanating from Harvest Power’s composting facility in Richmond.

“It’s disturbing,” said Burke Austin, who lives near Steveston. “It’s just been so continuous that it’s really disturbing everybody’s lives.”

Odours have become a daily problem over the past couple of months and, in the midst of the grumbling, Metro Vancouver decided on Sept. 30 to renew the facility’s air quality management permit.
