Extended producer responsibility (EPR) is touted as the cure for all of recycling’s ills. Thirty-two states currently have mandatory product stewardship laws. They mostly cover products with toxic constituents; however, advocates wish to add traditional recyclables such as paper and packaging to the list of covered products. This session will examine the impact of these existing laws and the impact on the recycling industry if these laws are expanded to cover curbside recyclables.
