Winona County, Minn., is considering an increase in recycling fees and implementing a new program that would allow farmers to recycle agricultural plastic wrap. Reflecting the costs of the program, recycling fees would climb from $16 to $28 per year, and the hauler fee would increase slightly from 12 percent to 13 percent.
In addition to the recycling fee increase, Winona County is considering joining Revolution Plastics, a new company that collects agricultural and silage plastic from farms and dairies and then recycles the materials at its recycling facilities.

Anne Morse, Winona County sustainability coordinator, told the Winona County Board of Commissioners Tuesday that the recommended increasing the recycling fees to reflect the costs of the program.
